MATERIAL SPECIALIST – CATALOGUING
1.1 CREATION OF MATERIAL MASTER RECORDS
(SAP-MM)
1.1.1 Material Master
Responsible
for creating the Material Master by choosing ALL the views based on material
type of the commodity – Typically this would be Basic Data 1&2,
Classification (as mentioned in below clause 1.2), Sales Org 1 & 2, Sales
General
/ Plant
Data, Purchasing, PO Text, MRP 1, 2, 3&4, Plant Data/Storage 1&2,
Warehouse 1&2, Quality Management, Accounting 1&2, Plant Stock and
Storage Location Stock 2.
1.1.2 Material Classification:
Responsible
for reviewing and extracting the required technical data presented on SPF/SPIR
(Stock Proposal Form / Spare Parts Interchangeability Record) for required
materials (by referring to technical drawing, manufacturers catalogue, data
sheets and Materials certificates) to form an accurate and comprehensive
technical purchasing specification based on the materials specification and the
working principle.
1.2 MAINTENANCE OF MATERIAL MASTER
(SAP-MM)
1.2.1
Responsible for identifying the items where sufficient technical specification
is available and promoting the Generalization (Generic nature of items such
bearing, V-Belt, Gasket, Valves, Flanges, Stud Bolt etc.,) without detrimental
technical impact.
1.2.2
Responsible to run MIDD (Material Item Data Definition) software for
maintaining the short description and purchase order text through MIDD
functionalities on daily basis for completed SERVICES.
1.2.3
Responsible for identifying similar classes and propose for rationalization
wherever applicable. In addition, CONTRACTOR shall conduct a review on the
already established template for any specific class and propose rearrangement
and amendment wherever necessary.
1.2.4 Update
QM (Quality Management) / Inspection certification requirements based on
working guidelines.
1.2.5
Responsible for obtaining any additional data required to complete the
cataloguing SERVICES.
1.2.6
Responsible for rationalizing the data in each class by standardizing the
entries, adding the approved values under each characteristic (CHAR),
restricting the CHAR from entering the unapproved values.
1.2.7
Responsible for reviewing given classes to clean up data, eliminating
duplicates, populating missing data and reassigning incorrect assigned item to
correct class.
1.2.8
Initiate code change / obsolete-redundant forms as per guidelines.
1.2.9
Responsible for reviewing similar classes for rationalization and setting the
Hierarchy.
1.2.10
Responsible for creating Storage Bin, Info Records, Batch Management and
Hazardous Master for applicable master records.
1.2.11
Review pre-quote queries and provide necessary resolution.
1.2.11
Maintains regular Liaison with end users engineers, vendors/ suppliers/
manufacturers, inventory and senior storekeepers. Conducts physical
verification whenever required and obtains feed back on materials full
description,
interchangeability
and raise Code change Forms (CCF) to eliminate duplicate/Obsolete items from
Material Master Data.
1.2.12
Maintain documentation archive using ECM (Enterprise Content Management)
software.
1.2.13
Generate weekly and monthly reports.

MATERIAL SPECIALIST – HAZMAT
In addition
to the above-mentioned job description/ responsibilities under clause 1 above,
Material Specialist – Hazmat shall carry
out the following additional responsibilities:
2.1
Responsible for Cataloguing of Chemicals, Oils, Lubricants, Abrasives that are Hazardous
in nature.
2.2 Review
Safety Datasheets and Technical Data Sheets provided, to decide Hazardous
Material Classification based on UN and NFPA classification system.
2.3 Identify
Risks and Hazards applicable in planning the storage of Hazardous material in
the warehouse as per applicable statutory Requirements.

MATERIAL SPECIALIST - TECHNICAL
EVALUATION (STOCK MATERIALS)
3.1 Assist
QP Materials Engineer to evaluate technical offers of stock items, Coordinates as
necessary with equipment owner and confirms technical suitability to purchasing.
Ensures that item master/catalogue is updated according to the agreed description
and specifications and materials attributes
3.2 Assist
QP Materials Engineer in a technical review process by investigating and making
information available, to support the decision making process
3.3 Review
drawings of simple standalone items and provide comments
3.4 Review
and suggest solutions to resolve CNRs (Complaint Notification Report) in a timely
manner.
3.5 Post
order queries and provide necessary resolution
3.6 Supports
Warehousing Staffs on Identified Stock discrepancy (SDR) issues and address the
issue to supplier/user through Expediting supervisor for dispute resolution and
carry out required Updates in SAP for data integrity.
3.7

MATERIAL INSPECTOR – GOODS INWARD
INSPECTION
4.1 To
Inspect the materials to the PO requirements and verify the physical condition
4.2 To check
the package condition and record any damages to the package including e-pictures
as evidence and upload in SAP.
4.3 To
obtain required specifications, codes, standards or other Engineering Documents
required carrying out the Inspection
4.4 To go
through the PO certification terms, Item description requirements and understand
the requirements completely. To obtain the required supporting documents
(Drawings / Data Sheets etc.,) from materials attachments in SAP/other available
resources
4.5 Mark the
item number on the item and segregate item wise.
4.6 Report
item wise visual, dimensional, quantities in the Inspection report with clear status
identified.
4.7 Any
discrepancy from the PO requirements shall be highlighted in the report and advice
for CNR.
4.8
Discrepant materials shall be taken e-pictures (where necessary) and e-pictures
shall be attached in SAP.
4.9
Quantities written on the reports shall be accurate inclusive of Units of Measurements.
4.10 After
completion of Inspection, the packages shall be affixed with INSPECTION STICKERS
clearly indicating the status.
4.11 To
ensure all Inspection completed packages shall be moved to INSPECTION COMPLETED
Area and separate based on Accepted / CNR.
4.12 To scan
the Inspection Documents and upload in ECM.
4.13 To
follow up on Certification CNR on a weekly basis until closure. Weekly report
to be maintained.
4.14 For
CNRs clearance, to review the additional documentation received from suppliers &
Re-Check the materials with the documents provided and clearly identify the status
of acceptance and closure of the complaint
4.15 Follow
up with designated department on approval / endorsement of proof load test certificates.
4.16 To
release the accepted material from QI where required.
4.17 When
there is a query / rejection from warehouse or end users, concerned Materials Engineer
(Inspection) who inspected the materials is responsible to clarify and to address
the issue and resolve.
4.18 Carry
out Preservation Inspection and old stock material Inspection.
4.19
Responsible for housekeeping of Inspection area with regard to company HSE regulations.

5. MATERIAL INSPECTOR – SPECIALIZED IN
LIFTING EQUIPMENT INSPECTION
5.1 Direct,
monitor the activities of the Materials inspectors and advises on technical matters
to provide technical clearance for acceptance of incoming materials at the Goods
Inward Inspection.
5.2
Administer Goods Inward Section and provides technical guidance to the Goods Inward
Inspectors
5.3 Receive
inspection request from stores on daily basis and assign inspectors to carry out
inspection in an effective manner and optimize their utilization.
5.4 Direct
inspectors to ensure received materials certificates are in compliance with the
specifications and standards. Raise quality notification (CNR) on defect / discrepancy
noticed during inspection
5.5 Identify
the suppliers’ who are consistently providing products that are not confirming to
specifications and advise the Sr. Materials Engineer (Inspection)
5.6 Review
and approve Lifting Plans and Standard Operating Procedures (LE), LE Personnel
Certificate as per QP Lifting Regulation.
5.7 Ensure
LE supplied are as per QP Lifting Regulation and accepted. Review and decide on
LE Waivers
5.8 Review
Proof load test and Certification and ensure Compliance to QP Lifting Equipment
Regulation QP-REG-Q-001.
5.9 Liaise
with QP Sr. Lifting Equipment Engineer for all lifting equipment certificate endorsement.
Liaise with supplier to action on comments/clarifications advised by QP Sr.
Lifting Equipment Engineer for all lifting equipment Certificates.
5.10 Follow
up regularly with QP Sr. Lifting Equipment Engineer for all lifting equipment Certificate
endorsement in a timely manner.
5.11 Liaise
with Warehouse Supervisors and advise on materials / equipment preservation
requirements, monitor preservation of materials as per stores request. Liaise
with other departments for logistical support and initiation of remedial action
5.12 Raise
proposals for update of materials Equipment to Master Data Group based on the
actual items received.
5.13 Shall
be able to take Decisions / recommendations within well-defined procedures and
broad guidelines.
5.14 Shall
have Analytical and diagnostic involvement of individual inspection results. Solves
complex problems with moderate responsibility under clearly defined guidelines.
5.15
Required to make immediate decisions on incidents / failures.
5.16
Maintain Inspection Logs with a clear status for all inspected PO and Lifting
Item CNR Log and advise the status to Sr. Materials Engineer (Inspection) on
weekly basis
5.17 Ensure
certifications are made available for all Inspected & accepted items in SAP/ECM
5.18 Submit
weekly & monthly report to Sr. Materials Engineer (Inspection)

6. MATERIAL INSPECTOR - THIRD PARTY
INSPECTION (TPI)
6.1
Receiving TPI Packages from Buyers for TPI assignment. Checking for completeness
of the package received against standard requirements. Following up and getting
missing documents where the package is incomplete
6.2 Create
File for each order and progressively update the file
6.3
Verifying the manufacturer details is existing in SAP-Inspection Follow System
(IFS).
If , not
existing, advise vendors / suppliers to provide manufacturer address and contact
details and get updated in SAP-IFS
6.4 Enter
required P.O Specific details in SAP-IFS.
6.5 Generate
TPI Assignment Documents and advise to Manufacturer on TPI Assignment. Get the
Documents signed by Sr. Materials Engineer (Inspection).
6.6 Transmit
the TPI assignment along with unpriced Purchase Order Copy and required
attachments to TPI Agency and TPI Advise to Manufacturer
6.7 Update
each and every correspondence for each Purchase Order in SAP-IFS. (Critical and
major activity)
6.8 Ensure
Attachment -2 (Acknowledgement) from TPI agency is received and documented.
6.9 Identify
the documents required based on Purchase Order requirements and Follow up with
manufacturers for Drawings , ITP,s/ QCP,s & Various Procedures submission (
Major Activity )
6.10
Transmit the vendor / manufacturer submittals to users and TPI Agency as
advised by QP Materials Engineer (Inspection) and follow for their response.
6.11
Participate in weekly review of all existing TPI orders and update the follow
up status.
6.12 Prepare
section weekly and monthly reports and submit to Sr. Materials Engineer (Inspection)
6.13 Verify
the TPI Reports for correctness and completeness, Inspection Hours, Mileage based
on the specified locations
6.14 Ensure
SAP-IFS is updated with TPI reports data (Geographic specific - Type of Inspection
Personnel, No of Hours, Kilometers travelled ) for invoicing purposes.
6.15
Transmit TPI Reports / Flash Reports to users.
6.16 Verify
TPI Release Notes are in-line with PO requirements and advise TPI agency any
discrepancies.
6.17 Advise
TPI Release Notes to Shipping Section / Vendor depending on the terms of Delivery.
6.18
Generate and transmit Advise to vendors / manufacturers for final Certification
and Documentation and follow up until submission
6.19 Follow
up with designated department on approval / endorsement of proof load test certificates.
6.20 Verify
the Final Certification and Documentation submitted is in line with PO requirements.
6.21
Transmit the Final Certification & Documentation to users. Ensure to acknowledgements
are received and documented and ensure they are documented in SAP.
6.22 Ensure
all Approved Documents, TPI Reports, Release Notes, Final Certification and
documentation are documented electronically in SAP
6.23 Prepare
summary for Liquidated Damages (LD) issues based on the correspondence in
SAP-IFS as per Buyer requests
6.24 Advise
and Follow-up on complaints on TPI orders to vendors and manufacturers.
6.25 Closing
TPI Orders in SAP-IFS upon completion of the order
6.26 Sending
Files to Archiving as and when required.

Following are the minimum Qualification
and experience requirements of CONTRACTOR PERSONNEL for each category.
1.0 MATERIALS SPECIALIST - CATALOGUING
1) Degree in
an Engineering under respective discipline (Mechanical / Electrical / Instrumentation).
2) A minimum
of 6 years experience in supply chain environment is required, preferably in
oil and gas, of which a minimum of 3 years should be in Cataloguing of
Engineering Materials. ERP knowledge in SAP, ORACLE or
MAXIMO is
mandatory.
3) General
knowledge of process system, Equipment & Materials used in Refineries and
the Oil & gas Industry. Shall have good practical skills; handson
experience in Procurement, engineering, construction, maintenance.
4) Knowledge
and Experience in reviewing Engineering drawings, process data sheets, parts
list, Certificates, SPIR and Manufacture Catalogues.
5) Knowledge
of Engineering and International Standards.
6) Shall be
Computer literate with specific knowledge of Material Equipment/Spare Parts
cataloguing systems (Shell, Maximo or SAP) and Microsoft Office applications
